Publisher's Note
================
A free European satellite navigation system, launched by
the Commission on Thursday, promises increased accuracy for
drivers, hikers and boat owners. The European Geostationary
Navigation Overlay Service (EGNOS), which boosts existing
satnav signals over Europe, supports applications such as
precision fertiliser spraying and automatic road-tolling.

EGNOS is a precursor of the Galileo network that the EU is
hoping to have up in space by 2013. But businesses should
waste no time in exploiting the "myriad" new opportunities
which more precise navigation signals can now offer, says
Transport Commissioner Antonio Tajani.

Euro-Parliament Watch
---------------------
On Thursday, the EP's Industry Committee and Council
negotiators reached a political agreement on a labelling
system for car tyres similar to that used for household
appliances: in three years' time, all new tyres on sale in
Europe will be classified and labelled for fuel efficiency,
wet grip and noise performance.

At committee meetings this week, the Public Health
Committee raised concerns over the safety of H1N1 flu
vaccines; the Fisheries Committee rejected a draft EU-
Guinea fisheries partnership agreement; the Civil Liberties
Committee said people charged in cross-border criminal
cases must have rights to appeal, make representations and
get translation aid; and a public hearing highlighted the
deteriorating human rights situation in Russia.

Comment of the Week
--------------------
Commenting on our piece "EU court says states can run
online betting monopolies", Richard Webster writes:

"This court ruling makes an absolute mockery of the EU's
free trade agreement. Article 49 of the EC Treaty states
that citizens have the right to access goods and services
from across the organisation without restrictions from
local governments. But this is disregarded if the subject
is a politically sensitive industry like gambling?
Outrageous."
