On 15 February 2007, the Council adopted Regulation (CE) No 168/2007 establishing a European Union Agency for Fundamental Rights (FRA). The Agency comes into existence on 1 March 2007, replacing the European Monitoring Centre on Racism and Xenophobia (EUMC). This memorandum summarises the basic traits of the agency.
