    The Council and the European Parliament today reached agreement on the EU’s annual budget for 2024. Next year’s budget strongly focuses on the EU’s main policy priorities. Total commitments amount to €189 385,4 million. Total payments amount to €142 630,3 million.

    What are the priorities of the annual budget for 2024?

    The EU budget for 2024 provides key funding to the Union’s political priorities, notably to drive Europe’s ongoing economic recovery and create jobs, fostering the green and digital transitions for a secure and more resilient Europe, which plays a strong role in the world.  

    In this context, the EU budget will continue to support the six headline ambitions set out by President von der Leyen: the European Green Deal; a Europe fit for the digital age; an economy that works for all; promoting our European way of life; a stronger Europe in the world and a new push for democracy. The budget for 2024 will enable the Commission to deliver on these priorities.

    What impact will the ongoing negotiations for a Mid-Term Revision of the Multiannual Financial Framework have on the annual budget 2024?

    Swift agreement on the revision of the Multiannual Financial Framework (MFF) is urgently needed to ensure that the 2024 EU budget will be fully able to continue providing robust support to Ukraine and to cope with the consequences of Russia’s war of aggression against Ukraine, as well as to be able to respond to the continued migratory pressures and their root causes, natural disasters in the EU and in the EU’s neighbourhood and beyond, and the global competition on key critical technologies.

    The European Parliament and the Council have committed to a swift adoption of an amending budget to integrate the outcome of the MFF revision for the year 2024 in the annual budget. The Commission stands ready to make the related proposals as soon as progress has been made in the MFF negotiations.

    What support to Ukraine and the Middle East is foreseen in the annual budget 2024?

    The 2024 budget helps addressing the most urgent needs such as the challenges from the crisis in the Middle East, in particular through a reinforcement of humanitarian aid by €250 million, which can be made available very quickly. In addition, the reinforced funding for the southern and eastern neighbourhood also helps supporting the countries and regions concerned, while migration remains a key priority, both in the Member States and in the wider neighbourhood.  

    On its own and in its current form, the 2024 budget is not enough: more needs to be done, beyond the financing of some of the urgent needs in the 2024 budget as agreed today. This requires swift agreement on the revision of the MFF as proposed by the Commission. In this respect, the establishment of the dedicated Ukraine Facility will put the necessary funding for Ukraine on a stable footing – the Commission will continue to stand by Ukraine for as long as it takes.
