EU leaders appear poised to agree a compromise deal on a
major climate change package at their summit in Brussels.
With the world looking to the EU for leadership on the
issue, substantial cuts in greenhouse gas emissions,
energy consumed and use of renewable energy are expected.

Leaders have little option, however, but to take account of
the fears of some countries for their industries and jobs
during the recession. With Ireland offering to stage a
second referendum on the Lisbon Treaty, the EU has to be
seen to be addressing the real needs of its citizens
at a difficult time.
