Europe received two cautions from outside bodies this week:
first, a warning from the head of the IMF Dominique Strauss-
Kahn that Europe is in danger of being relegated to the
second division of world economic powers - with the United
States and Asia bouncing quicker out of the global downturn.
The EU needs to act swiftly, he added, and competitiveness,
innovation and better policy coordination are the key.

Second, WTO chief Pascal Lamy urged the EU to speak with one
voice at June's G20 summit in Toronto, focusing on concerns
that the new Lisbon institutional set-up is not working. "If
one European takes the floor, and then another... nobody
listens." Europe, he says, is more effective when it speaks
with one voice. Few could argue with that.

A new electronic system for monitoring the movement of
excise goods within the EU became operational on 1 April.
The Excise Movement and Control System should make intra-EC
trade in excise goods cheaper and simpler for operators and
