Publisher's Note
================
As a new energy crisis looms between Russia and Ukraine,
the EU on Thursday unveiled steps to tackle gas supply
shortages. A new Regulation aims to help Member States to
better anticipate, avoid and respond to any cuts in
natural gas supplies.

Last winter's energy crisis exposed gaping weaknesses in
the EU system to deal with energy emergencies, highlighting
Europe's high dependency on Russian gas supplies. The new
measures are a step in the right direction. They also point
to the need for improving energy security to be a key
priority for the EU in coming years.
