The Single Euro Payments Area scheme, which is supposed to
allow people to make quick and cheap electronic payments
across EU borders, is in danger of unravelling, says a new
report from the Commission. Problems concern investment in
data systems, compliance law, a lack of innovation, gaps in
standardisation and the scheme's management structure.

The Commission is now calling for action to kick-start the
scheme. The urgency is echoed by retail trade lobbyists
EuroCommerce, which has campaigned against anti-competitive
practices in the credit card industry. The way things are
going, it warns, SEPA could lead to "a deterioration of the
payment market" - quite the opposite of what was envisaged.
