    Unanimity

    Presently, all EU justice and home affairs proposals must receive the unanimous support of the EU Council of Ministers to be adopted.

    UNDCP

    United Nations International Drug Control Programme. Founded in 1991, it aims to strengthen international action against drug production, trafficking and drug-related crime through alternative development projects, crop monitoring and anti-money-laundering programmes. The programme also provides statistics and helps to draft legislation and train judicial officials.

    UNHCR

    Pursuant to a decision of the General Assembly of the United Nations, the Office of the United Nations High Commissioner for Refugees (UNHCR) was established as of 1 January 1951. According to the Statute of the Office the High Commissioner is called upon – inter alia – to provide international protection, under the auspices of the United Nations, to refugees falling within the competence of the Office.

    Uniform status

    It is important that the same definition of refugee be applied across the EU so that all refugees have equal status, regardless of what Member State they are in.

    Urban delinquency

    Crimes committed in a city environment. The problem of urban delinquency is closely intertwined with the drugs problem.
