Publisher's Note
================
Unmanaged overcapacity, poor environmental compliance and
low profitability have blighted the EU fisheries industry
for years. This week the European Commission launched a
consultation to look at ideas for drastic reform of EU
policy on fisheries.
Apart from drastic cuts in Europe's fishing fleet, one
remedy being considered is to replace the traditional end-
of-year quota haggling with a system whereby governments
hand out "individual and transferable" quotas to fishermen
on a one-off basis. These can then be bought and sold on
the private market.
The consultative Green Paper includes a raft of ideas. You
have until 31 December to have your say on the future face
of European fisheries.

1. Data raise hopes that European recession is easing
-----------------------------------------------------
The worst recession in Europe since World War II is
