break, Commission president Jose Manuel Barroso has got into
his stride early, sending the European Parliament 'political
guidelines' for his next Commission, proposing to work to
build an "ambitious Europe" over the next five years.

EP president Jerzy Buzek is urging MEPs not to delay their
decision, which he says should be made on September 16. He
believes it is needed to 'provide clarity' before Irish
voters go to the polls in October for their second
referendum on the EU's reforming Lisbon Treaty.

This week Swedish government ministers this week outlined
their Council Presidency priorities to a range of
Parliamentary committees.

In committee, the Directive on working time for road
transport workers was further delayed amid disagreement
between MEPs from the Employment Committee on whether to
apply the rules to self-employed drivers; the Agriculture
Committee agreed that aid for private storage of butter and
skimmed milk powder should be prolonged to help farmers
through the current crisis; Development Committee MEPs said
Member States must meet their international aid commitments
to developing countries; and the Civil Liberties Committee
voiced concern over the interim agreement under negotiation
between the EU and the United States on data transfers via
the SWIFT network.
