Publisher's Note
================
The Commission has announced a package of measures to give
every European access to fast broadband by 2020. These
include a Recommendation to boost competition among telecom
operators; a proposal to ensure radio spectrum availability
for wireless broadband; and a Communication to spur
investment in high-speed networks.

Why is this important? Fast and ultra-fast broadband access
could revolutionise people's lives: making it easier to work
from home and on the move; allowing for new interactive
online services in education and health; and ushering in a
new era of digital, user-controlled and high definition
video services. For small businesses, they will also help
them to lower costs and become more competitive, in
particular through access to "cloud" services.
