Publisher's Note
================
Europe this week outlined a new economic strategy for the
next decade. The Europe 2020 plan envisions new investment
in research and innovation, green energy and education - all
part of an overall bid to boost employment and accelerate
growth in the face of ever tougher global competition.

The new targets offer a sound business plan to enhance the
EU's growth and competitiveness in years to come. However,
as Eurochambres points out, they will prove meaningless if
Member States do not pursue them rigorously through their
domestic agendas. As with the plan's predecessor, the Lisbon
Strategy, its success will depend on political commitment.

debt moratorium to help developing countries cope with the
effects of the global financial crisis; and the Transport
Committee said aviation security measures that go beyond
common EU requirements should be paid for by Member
