EU leaders fretting over the economy should make the
freeing up of online shopping in the European Union a "top
priority", says a new Commission report on e-commerce.

Three out of five attempts to buy products from websites in
other EU countries fail, according to researchers, and
Belgium, Bulgaria, Latvia and Romania are the hardest
countries from which to access cross-border online products.

Stripping away national barriers to online shopping could
relaunch the single market, says the EC. EU leaders now
need to decide whether to take the proposals seriously or
water them down in an attempt to protect their tax takes.
