Jose Manuel Barroso hit the ground running after the EU's
summer break with ambitious goals to strengthen its economy.

In his first-ever State of the Union speech before Members
of the European Parliament on Tuesday, Mr Barroso called for
efforts to boost growth, deepen the single market and
generate three million "green jobs" by 2020.

His headline proposal was for the creation of a European
bond to finance major infrastructure projects. His main
message for the economy was: "we either swim
together, or sink separately".
