Much discussion this week about a European version of the
US-based International Monetary Fund, which provides
emergency loans to countries in distress.

The idea for a European Monetary Fund stems mainly from
Greece's threat to approach the IMF if Europe does not help
it ward off pressure on bond markets. An EMF would help any
eurozone country close to defaulting on its debt. It would
also sidestep EU rules which currently forbid any bailout.

There is cautious support for the idea. But some would
prefer Europe focus on existing debt rules. As ECB member
Axel Weber says: "New institutions won't help if the
existing ones are ignored."
