    According to Statista, the Slovenian online gambling market is poised to grow by 7.44% between now and 2028, so if we are to listen to what the market analysts are saying, the train hasn’t stopped moving yet!

    Regulatory Landscape

    In Slovenia, organizing gambling activities and games where participants can win or lose real money is governed under the Gaming Act. Among other requirements for gambling operators is the prerequisite to obtain a proper license from the Financial Administration.

    The procedure can be quite demanding and strict, as applicants need to fulfill a wide range of criteria to be considered compliant. Once obtained, a license is good for 5 years and it’s non-transferrable.

    The local regulatory environment here is quite unique in the sense that the Slovenian National Lottery very much monopolizes the space. The Lottery and casino concessionaires are the only two entities that can get a gambling license in Slovenia.

    From an entrepreneurial standpoint, the lengthy and often time-consuming process can be a hindrance and the monopolized environment can hinder market access.

    However, you should also take into account that there is a difference between getting a Slovenian gambling license and simply offering online access to your gambling platform for Slovenians, especially if it’s offshore. Entrepreneurs and investors should take note of its rather unexplored mobile space, since in Slovenia, only about 30% of the traffic to various gambling platforms comes from mobile devices. Since Slovenian people tend to be social by nature, games with a social element are bound to be a hit. In the current state of affairs, this is another under-explored segment of the market.
