The European Commission has approved a new batch of 135 projects under its ‘Technical Support Instrument’, aimed at supporting EU Member States in preparing, designing, and implementing 390 reforms in 2025.

The projects are designed to help Member States address key reforms designed to strengthen the EU’s resilience, competitiveness, and improve the lives of citizens.

A significant portion – two-thirds – are aligned with the EU’s 15 flagship initiatives, and focus on common reform needs such as improving public administration, fostering a better business environment for small and medium-sized enterprises (SMEs), and preparing energy systems for the green and digital transitions.

Among the most notable efforts, the TSI will support 109 reforms to improve the business environment, enhance innovation, build a net-zero economy, and promote economic security across the Union. Notably, 38 reforms will assist 22 Member States in reducing administrative burdens for SMEs, boosting start-ups, and fostering productivity, resilience, and competitiveness.

In the realm of digital transformation, the TSI is also backing over 130 reforms with a strong emphasis on AI and innovative technologies. A standout project, ‘FutureProof Education’, will guide schools in Germany, Sweden, and Ireland in integrating AI responsibly while equipping students with AI literacy.

The Commission has ensured that collaboration among Member States is a key focus, with 40 multi-country projects tackling shared challenges through peer learning and the exchange of best practices. As an example, 14 Member States are working together to modernize EU tax and customs procedures, aiming to simplify processes and reduce burdens for SMEs.

In total, 119 reforms will strengthen public administrations across the EU, helping them address future challenges while promoting digital transformation, bridging skills gaps, and supporting the green transition. Through these projects, the TSI continues to be a critical tool for advancing the EU’s strategic goals and enhancing cross-country cooperation in reform efforts.
