The EU Summit at its meeting on 21-22 June 2007 agreed on the convening of an Intergovernmental Conference (IGC) in order to draw up a "Reform Treaty" amending the existing treaties with a view to enhancing the efficiency and democratic legitimacy of the enlarged European Union, as well as the coherence of its external action.
