In a wide range of policy areas, the European Parliament has equal decision-making power with the Council of Ministers from the 27 EU governments. Even in areas such as agriculture or foreign policy, where the Parliament is only consulted or informed, its debates and resolutions often lead the agenda at EU level and can influence the decisions of the Council. Parliament also has wide budgetary powers and exercises democratic control over all the European institutions.

The aim is to provide the public in the EU Member States and applicant countries with a brief overview of certain inter-institutional legislative procedures and the European Parliament's input into those procedures, thereby enabling EU citizens to have a better understanding of subjects that are of importance for the European Union. The Observatory analyses and monitors the interinstitutional decision-making process in the European Union, the role of the European Parliament in shaping European legislation and the activities of the various institutions involved in the legislative procedure. It also monitors the proposals put forward by each new presidency of the Council of the European Union and the outcome of the different Council meetings.

2007 was quite a year for the European Parliament and the European Union. The new Treaty of Lisbon was signed by the heads of state and government on 13 December. The new Treaty, once ratified, will lead to greater and wider powers for the European Parliament. On 25 March, the EU marked the 50th anniversary of the signing of the Treaty of Rome.

Constructing Europe is also about supporting cultural diversity and the creative arts. At the moment when the European Union is celebrating its founding texts and is in the process of drafting an new treaty, the European Parliament has decided to create the LUX Prize (light). The objective of the LUX Prize is to illuminate the public debate on European integration and to facilitate the diffusion of European films in the European Union. The LUX Prize will finance the subtitling and the kinescope recording of the winning film in the 23 official EU languages. The original language recording will be adapted for sub-titling for hard of hearing and deaf people.

The European Parliament (EP) is composed of 626 members, directly elected to five-year terms. Members of the European Parliament (MEPs) form political rather than national groups. The European Parliament now has a limited legislative role thanks to the co-decision procedure introduced by the Maastricht Treaty. The Parliament acts as the EU's public forum, debating issues of public importance and questioning the Commission and the Council. The Parliament can amend or reject the EU budget.
