Single sided, through hole boards will have the tracks on one side of the board and the components on the other. The component legs protrude through the holes and get soldered into their relevant positions on the tracks. These are a lot easier to work on than the double sided surface mount varieties. Once the whole PCB has been populated, the printed circuit board manufacturer will submit the electronic circuitry to a full functional test to ensure that it meets the customer's requirements exactly.
