Job summary

The Council of Europe Development Bank is looking to recruit a Legal Counsel.

Location: Paris



The incumbent will work within the Administrative Issues Unit, consisting of two lawyers, and will report to the Deputy General Counsel. More generally, the incumbent will be in charge of:

  •  HR legal issues:

- Provide legal advice on matters concerning Human Resources (Staff Regulations, internal rules).
- Draft and review internal rules and documents (Governor’s General Rules), legal documents, opinions and reports.
- Assist in handling staff disputes.
- Conduct legal research, prepare studies and carry out analysis of legal issues.

  •  Privileges and immunities:

- Provide legal advice on privileges and immunities of the Institution and its staff.

  •  Contractual and administrative matters:

 - Advise on the drafting and negotiation of a variety of contracts covering the purchase of goods and services for the Bank's own account

  •  Provide advice on any other files falling within his/her field of competence, whenever necessary.
