Publication synopsis The European Commission adopted on 8 March a strategy that spells out what Europe can do to support the momentous changes in the Southern Mediterranean. Commission President Barroso emphasised that "the European Union is determined to make a qualitative leap forward in the relations with its neighbours who are willing and able to embark on the path of political and economic reforms". The Strategy is based on 3 pillars: democratic transformation; involvement with civil society and development solidarity.
