The single market, desirable as it is, also produces its problems. On Wednesday, the Commission asked Britain to amend its policies on seizing goods - including sometimes cars - even for minor offences related to cross-border shopping for tobacco and alcohol. These, says Customs Commissioner Frits Bolkestein, often "interfere with people exercising the rights given to them by the EU's internal market to go shopping in other member states."

Finland's government is also concerned about booze trips. Purchases of alcoholic beverages by visiting Finns in neighbouring Estonia appear to have soared by a third since a March tax cut introduced to curb "alco-tourism". Finland's finance minister is now considering raising alcohol taxes again.

It looks like it will become increasingly difficult for finance ministers to put off convergence of tax policy, particularly if they continue their efforts to influence the lifestyles of EU citizens. UK Finland

"For UK citizens one small advantage (of few) of being in the EU is the booze cruise, but the UK Customs and Excise Gestapo want to make sure we can't even get that - does this Government want to win the referendum on the EU constitution or what?"
