The single market, desirable as it is, also produces its problems. On Wednesday, the Commission asked Britain to amend its policies on seizing goods - including sometimes cars - even for minor offences related to cross-border shopping for tobacco and alcohol. These, says Customs Commissioner Frits Bolkestein, often "interfere with people exercising the rights given to them by the EU's internal market to go shopping in other member states."
Finland's government is also concerned about booze trips. Purchases of alcoholic beverages by visiting Finns in neighbouring Estonia appear to have soared by a third since a March tax cut introduced to curb "alco-tourism". Finland's finance minister is now considering raising alcohol taxes again.
It looks like it will become increasingly difficult for finance ministers to put off convergence of tax policy, particularly if they continue their efforts to influence the lifestyles of EU citizens. UK Finland

The Commission has proposed a 10-year revamp of the EU's system of trade preferences by making them simpler and focusing on the world's poorest countries. The Generalised System of Preferences aims to "help developing countries reduce poverty by generating revenue through international trade." Story

The Commission said in a quarterly report that eurozone growth was likely to surpass its previous forecast of 1.7 per cent this year. Improved corporate confidence and better forward-looking indicators of economic activity provide the grounds for hope. Story
