(BRUSSELS) - A "dangerous" Russia is trying to redraw Europe's borders with its actions in Ukraine, but the continent's leaders still don't understand this, the president of ex-Soviet Lithuania said upon arrival for an EU summit on Thursday.

"First of all we need to send a signal to ourselves, that we have to be united... but today I do not see a prompt reaction," Dalia Grybauskaite said on her way to an EU leaders' meeting in Brussels.

"Today it is an open and brutal aggression, that is exactly what is happening and we need to understand it," she said.

"It is a demonstration of power, a demonstration of internationally unpredictable behaviour."

"This is about rewriting of the borders," she added.

"Russia today is dangerous. Russia today is unpredictable."

Warning of a domino-effect in the region, Grybauskaite said Russia's muscular approach in Ukraine now posed a direct threat to former Soviet states and others.

"After Ukraine it will be Moldova, and after Moldova it will be other countries," she said.

"Last week's exercises with tactical weapons also show that Russia is trying to threaten all of Europe."
