| European Parliament Plenary Session (Strasbourg) Telecom package: MEPs hold their final vote on the telecoms package, deciding whether to approve the draft law, including a deal to safeguard the right of consumers to access the internet (debate Monday, vote Tuesday); Planning for the Lisbon Treaty: Parliament will debate with the Swedish Presidency plans for the first European Council under the Lisbon Treaty of 10-11 December (debate Wednesday) and will vote on changes to its own rules reflecting its new powers from 1 December. This vote will also pave the way for 18 additional MEPs to join the EP (debate Monday, vote Wednesday) |

| European Parliament Plenary Session (Strasbourg) Summit outcome/Barroso question time: the decisions on top EU jobs taken at the 19 November summit will be the topic for the ‘catch-the-eye’ section of Question Time with Commission President Barroso; Climate Change summit: Parliament will debate with the Council and Commission the prospects for the Copenhagen summit on climate change (debate Tuesday, vote on resolution Wednesday); Freedom, security and justice: MEPs will assess plans for the direction of EU home affairs policy for the five years ahead, covering citizens’ rights, civil liberties and tackling cross-border crime, terrorism and illegal immigration (debate Tuesday, vote on resolution Wednesday); Migration/Afghanistan. Parliament will debate the issue of joint charter flights used to return migrants to Afghanistan and other countries. |

| 24-hour Challenge for Young Innovators (Brussels) European Innovation and Creativity Camp is a project in the framework of the European Year of Creativity and Innovation 2009. The goal of the camp is to gather 100 students from across Europe and give them the chance to present their innovative solutions to a concrete challenge within the time limit of 24 hours. Six short-listed teams will go through to the final round at the two-hour finale on 25 November, in the Commission's Press Room, and Commissioner Sefcovic will help select the winning team. |

| Juvenes Translatores translation contest (EU-wide) uvenes Translatores ("young translators") is a translation contest for pupils of upper secondary schools of all EU Member States. The participating pupils, who must have been born in 1992, from the selected schools will receive a short text that they will translate from one official EU language to another according to their choice. The contest will take place at the same time in all countries. |

| Teachers' professional development: Survey Results (Brussels) The Commission will release the results of a thematic report on teachers' professional development based on the OECD Teaching and Learning International Survey (TALIS). The report will be presented at a joint technical briefing by the Commission and the OECD. |

| Future EU 2020 Strategy: Presentation (Brussels) The Commission will adopt a working document as a basis for consultation on the EU 2020 Strategy, announced in President Barroso's political guidelines as the follow up to the Lisbon Strategy. The Strategy aims to entrench recovery and tackle unemployment in the immediate future and to ensure a more competitive, more sustainable and fairer economy in the longer-term. The consultation paper will also cover the governance and implementation of the EU 2020 Strategy at European and national level |

| Education Reforms in the EU (Brussels) The Commission will release two major reports on Member States' progress towards their objectives in education and training, as defined under the Lisbon Strategy for Growth and Jobs. The reports will highlight the progress made by the EU and Member States in the area of key competences and in relation to selected indicators and benchmarks in education and training. |

| Civil Protection Forum (Brussels) The Commission will hold a Civil Protection Forum to explore how EU countries can develop their resilience to disasters. |

| LUX Prize (European Parliament Cinema prize) (Strasbourg) The LUX Prize 2009 laureate will be designated after the screening of the three competing films in the premises of the European Parliament in Brussels (Nov. 3- 20) and the vote cast by all 736 members of the European Parliament (Nov. 24). On November 25, the LUX Prize 2009 will be awarded in the European Parliament's hemicycle in Strasbourg by Jerzy Buzek, President of the European Parliament. |

| Committee of the Regions: Commission Meeting (Helsingborg, Sweden) The Committee of the Regions organises its work through six specialist Commissions, made up of CoR members, who examine the detail of proposals on which the CoR is consulted and draw up a draft opinion, which highlights where there is agreement with the European Commission's proposals and where changes are needed. These drafts are then submitted to the Plenary Assembly for adoption. There are currently six thematic commissions: COTER - for Territorial Cohesion Policy, ECOS - for Economic and Social Policy, DEVE - for Sustainable Development, EDUC - for Culture, Education and Research, CONST - for Constitutional Affairs, European Governance and the Area of Freedom, Security and Justice and RELEX - for External Relations and Decentralised Cooperation |

| Financing Local Authorities: EIB Conference (Frankfurt, Germany) The European Investment Bank will organise a conference on "The EIB - Partner to Towns and Municipalities". The presentations and discussions will provide an opportunity to exchange ideas on current urban development issues with representatives of the worlds of politics, management and finance against the backdrop of the financial crisis. The emphasis will be on the financing and implementation of municipal transport, education, energy efficiency, water and waste management projects. |

| EESC Press Officers' seminar (Stockolm, Sweden) For the third year in a row, the European Economic and Social Committee is organising the Press Officers' Seminar in cooperation with the Stockholm-based European Parliament Information Office and the European Commission Representation. The seminar aims to examine the broad and challenging issue of how to involve the specialist media in communicating Europe and its added-value by making it a partner in the communications process. It will explore how the specialist media can help shape and influence the public debate. It also aims to discuss the role which the specialist media can play in bringing Europe closer to the citizen and in creating a European public sphere. The main three thematic tracks are: Communicating European Union together: civil society and specialist media; What role can specialist media play in improving communication on Europe? and Communicating climate change with and through specialist media. |

| Education, Youth & Culture Council (Brussels) In its session on education, the Council is expected to adopt conclusions on: the professional development of teachers and school leaders; the education of children with a migrant background, following a policy debate; developing the role of education in a fully-functioning knowledge triangle, in the context of the Lisbon strategy. The Council will also adopt a contribution to the reflection on the post-2010 Lisbon Strategy, addressed to the December European Council. Furthermore, the Council will hold a debate regarding the report on progress in quality assurance in higher education presented by the Commission. |
