Monday 2 November
| European Central Bank: Cultural Days (Frankfurt am Main, Germany) Regional traditions, country-specific characteristics, supranational values: Europe is based on both the diversity of its cultures and on its common convictions. The Cultural Days of the European Central Bank prove this every year. Each year, the Cultural Days are devoted to a different European Union Member State: from 21 October to 9 November 2009, the focus will turn to Romania, which joined the EU in the second wave of eastern enlargement on 1 January 2007. |

| Solar Fuel: Conference (Sigtuna, Sweden) An important part of the Commission's work on phasing out fossil fuels in order to reduce C02 emissions, is developing renewable types of energy to replace fossil fuels. A vision for future energy systems is the transformation of solar energy into a fuel that can be stored and used when needed. Fuels which can be produced by chemical or biological means direct from solar energy are given a new term "solar fuels". Initiatives and investments in solar fuel research are now being taken across a broad front in the USA and Europe. The conference is jointly arranged by Uppsala University in conjunction with the Swedish Energy Agency and will bring together scientists working to develop biological and chemical approaches that utilize solar energy for fuel production. |

| SEPA Direct Debits: Launch (EU) From 2 November, European banks will start to offer customers, both consumers and corporates, the possibility to make for the first time regular payments using the new SEPA (Single Euro Payments Area) Direct Debit scheme. |

| EU-US Summit (Washington, USA) On Tuesday 3 November, Swedish Prime Minister Fredrik Reinfeldt, representing the EU Presidency, will visit Washington to chair the EU-USA Summit together with US President Barack Obama. |

| Autumn Economic Forecasts (Brussels) The Commission publishes its Autumn economic forecasts for 2009-2011 for Gross Domestic Product (GDP), inflation, employment and public finances among other indicators. For all 27 European Union countries plus the EU and euro area aggregates. |

| European Parliament Committee Meetings (Brussels) Telecoms package conciliation: Internet access will be the main issue when Parliament's delegation and the Council will meet to seek an agreement on the telecom package; Climate Change: The Environment Committee and Commissioner Dimas will discuss latest developments in the climate change negotiations ahead of the UN summit in Copenhagen in December; Croatia/Serbia: Foreign affairs ministers from Croatia and Serbia will meet the Foreign affairs Committee (Wednesday and Thursday); Financial crisis: The Special Committee on the Financial, Economic and Social Crisis, chaired by Wolf Klinz (ALDE, DE) will hold its first meeting and Joaquín Almunia, Commissioner for Economic and Monetary Affairs, will exchange views with the Employment Committee on the sustainability of public finances and the social effects of the crisis. |

| Consumer Rights: Conference (Stockholm, Sweden) The conference, which is being jointly orgainsed with the Commission, will deal with consumer rights in the internal market. The conference will address one or more of the key subjects related to the review of the EU consumer acquis. There will be a special focus on products with digital content and the question of how the regulations relate to them. |

| US-EU Energy Council (To be confirmed) The EU-US Summit on 3 November is expected to endorse in its Declaration the setting up of an EU-US Energy Council and task it with several missions. A first meeting of the EU-US Energy Council will take place immediately after the Summit meeting in Washington. The EU-US Energy Council would provide a new framework for deepening the transatlantic dialogue on strategic energy issues of mutual interest. It would also be the platform for cooperation on energy policies and strengthening the ongoing collaboration on energy technologies. |

| 10th EU-India Summit (New Delhi, India) This Summit marks a decade of growing relations, and seeks to further deepen relations between the two strategic partners in key areas of cooperation. It aims at enhancing dialogue and cooperation on issues of major global concern such as climate change, energy security and fight against terrorism, as well as prominent regional issues and bilateral trade. |
