EU Assistance to Kosovo

Information about the assistance that the EU provides to Kosovo through the CARDS, Taiex and EIDHR programmes

CARDS

In the period from 2000 to 2006, € 4.6 billion in aid has been committed to the Western Balkans through the European Union’s CARDS programme (Community Assistance for Reconstruction, Development and Stabilisation), adopted with the Council Regulation (EC) No 2666/2000 of 5 December 2000. The Council regulation establishing IPA adopted on 17 July 2006 replaced the 2000-06 pre-accession financial instruments, including CARDS.

The programme’s wider objective was to support the participation of the countries of the Western Balkans (Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia and Serbia and Montenegro including Kosovo) in the Stabilisation and Association Process.

On 1 July 2008, the management of the CARDS programme in Kosovo has been transferred from the European Agency for Reconstruction operational centre in Pristina to the European Commission Liaison Office.

Taiex

TAIEX is the Technical Assistance and Information Exchange instrument of the Institution Building unit of the Directorate General Enlargement of the European Commission.

TAIEX provides short term technical assistance and advice in the fields of approximation, application and enforcement of the acquis communautaire in the legislation of the beneficiary countries.

TAIEX assistance is provided through seminars, workshops, study visits and expert visits.

As it is a demand driven instrument, requests can be sent directly by the administrations of the beneficiary countries that wish to benefit from TAIEX assistance.

EIDHR

The European Instrument for Democracy and Human Rights (EIDHR) is a European Union program that aims to promote and support human rights and democracy worldwide. It is the successor program to the European Initiative for Democracy and Human Rights. The Country-based Support Scheme is one of the components of this program, to which Kosovo was eligible for the first time in 2007. This grant scheme – former micro-projects scheme – has been implemented with considerable success in countries of the Balkans since 1996.

The purpose of the Country-based Support Scheme is to strengthen the role of civil society in promoting human rights and democratic reform, in supporting conflict prevention and in consolidating political participation and representation. This grant scheme is implemented by the EC Liaison Office to Kosovo. Assistance under the EIDHR complements the national programs already used to implement EU policies for democracy and human rights.
