What to do about jobs - this was the theme of an informal
summit on Thursday, as Europe faces unemployment rising to
the highest levels since the end of World War II. 8.5
million Europeans are expected to lose their jobs in 2009
and 2010.
The meeting, which had been downgraded from a full-scale EU
jobs summit, called for a shorter working week and extra
state-funded retraining programmes. Its general
recommendations failed to impress union leaders, however.
who are concerned about mass lay-offs. The risk is that the
EU, in the midst of the financial crisis, is also " heading
towards a social crisis", as Luxembourg's PM Jean-Claude
Juncker warned recently.
