Publisher's Note
================
Europe is paying a heavy price for heart disease, according
to a study presented to the European Parliament this week.
Two million lives are lost every year, while the financial
burden is estimated at EUR 192 billion in 2006. Of this, 57
per cent was directly linked to health care and 21 per cent
to productivity loss.

The study's key finding is that several countries in eastern
and northern Europe have mortality rates up to seven times
higher than western European nations. High-risk countries
must now "implement measures to reduce the burden of cardio-
vascular disease," said Parliamentary group chairman Georgs
Andrejevs. Successful strategies in western Europe, which
have helped cut smoking and improve dietary habits, must
now urgently be extended throughout the continent.

Commenting on our piece "Britain's place at centre of Europe,
says Brown", Mike Parr writes:

"The UK has only ever played a half hearted role in Europe,
the recent visit by Brown demonstrates that nothing has
changed. Brown's call for "an independent carbon bank" can be
re-expressed as: "we don't like the idea of the Commission
controlling ETS so we would like an independent authority."
