The new EU member states, badly hit by unemployment as they
shifted to a market economy almost two decades ago, now face
labour shortages, according to a study by the World Bank.
Companies which slashed workforces to compete in the EU are
now boosting production and demand for workers. Good news,
except that emigration to western member states has amplified
domestic shortfalls in skilled workers.
The Bank says the answer is to place more restrictions on
early retirement and to open labour markets to foreigners.
Trades unions, however, worried about competition driving
down wages, are likely to be wary of removing constraints
on the labour market.
