As the European Union makes a slow return to business after
its summer break, top of the agenda for EU foreign
ministers meeting in Portugal this Friday was the reform
treaty to simplify decision-making in the expanding Union.
Commission president Jose Manuel Barroso has expressed
confidence that negotiations on the treaty can be wrapped
up at the Lisbon summit on October 18-19. Many will share
his hope, as it would allow the EU to turn its focus to
other pressing matters, such as its global role, the
economy and climate change.
