Publisher's Note
================
Chinese producers and exporters cannot continue to enjoy
liberal access to the European market unless the Chinese
government acts to redress its increasingly lopsided trade
relations with the European Union. This message was set out
by EU Commissioner Peter Mandelson in frank talks with
Chinese Trade Minister Bo Xilai in Brussels this week.
The EU ran a trade deficit of EUR 128 billion with China
last year, and the shortfall is likely to shoot up to EUR
170 bn this year. While European consumers enjoy the cheap
prices offered by Chinese goods, European companies
complain about Chinese trade barriers and a lack of respect
for intellectual property rights. The EU is likely to want
concrete action on these issues before it accedes to
China's wish to enjoy recognition as a "market economy".
