Publisher's Note
================
Commission president Jose Manuel Barroso was quick to
congratulate Nicolas Sarkozy on his victory in the French
presidential elections last Sunday. He expressed the hope
that President Sarkozy would reassert France's role as a
driving force for European integration and help raise
Europe's standing in the world.

Many European leaders hope France's new president will play
an important part in breaking the impasse on a new treaty.
They are likely to be more cautious, however, about French
attitudes towards Turkey's EU aspirations. And at their
Council meeting this week, some finance ministers warned
France against putting pressure on the European Central
Bank, which M. Sarkozy blames for the strength of the euro.
