One development was the agreement on Tuesday on implementation of
the budget deal agreed by EU leaders in December 2005. The long-
running dispute had centred on the method used to calculate
Britain's rebate during the 2007-2013 budget.

of some electronic products to combat VAT fraud, or not - as the
UK Treasury insists - it is one less thing to worry about as EU

The EU this week offered to scrap most tariffs and quotas on
exports from African, Caribbean and Pacific nations to boost talks
on new trade pacts, but the proposition has met with some scorn.
