Publisher's Note
================
An "unprecedented" agreement that could create a vast "open
aviation area" was how Transport Commissioner Barrot
described the 'open skies' deal which EU and US
negotiators reached last Friday, after three years of talks.

The agreement, which would replace existing bilateral air
transport agreements between EU members and the US, clears
the way for tougher competition and cheaper tickets for
consumers.

Protectionism by Congress scuppered the last attempt at an
agreement in November 2005. EU transport ministers will now
vote at their March 22 meeting with a view to the accord
coming into force at the end of October.
