Germany's Chancellor Angela Merkel made an impressive start
to her country's presidency at the European Parliament this
week, where she laid out her plans for the next six months.
These include a fresh impetus for the Doha Round of trade
talks, a new partnership agreement with Russia, and a
redefinition of the EU's relations with Africa. The main
spotlight, however, was on the EU constitution. Chancellor
Merkel warned of a historic mistake if an effective decision-
making mechanism were not agreed by early 2009.

border rail markets but the competition drive was dealt a
blow when a vote on freeing up national markets failed due
to a lack of MEPs.
