The European Parliament's environment committee has
approved a list of 164 industrial sectors to be granted
free carbon emissions permits for five years - if no global
deal on climate change is negotiated next month. The
concern is that the revised EU Emission Trading System
could prompt firms to relocate production to third
countries with less strict climate policies.

The vote can be seen as an indication of how urgently an
international climate change agreement is needed. Not
only to avoid the above 'carbon leakage', but also, as
Environment Commissioner Dimas told the committee, to
help develop a "green economy" in Europe, opening new
possibilities and creating new jobs.

The European Parliament and Member States have agreed new
rules to improve the rights for European mobile phone and
Internet users, and offer more protection against illegal
Internet material and copyright abuse.
