Finland’s telecommunications services market is characterised by a four-way power struggle between four groups of incumbent operators. This is a legacy of the former post and telecommunications regime that had seen the country served by over 100 local telephone companies, a situation that had not changed substantially until the early-1990s when the first competitive services were allowed. Today, the market is led by Helsinki-based Elisa Corporation, which has its roots in some of the largest and oldest local operators. Its principal rival is TeliaSonera Finland which, as a unit of the Sweden-based multinational TeliaSonera AB, has a commanding brand it can call upon in the corporate and international services markets. The third-largest player, DNA Finland, was created in July 2007, when six local telephone companies merged with the national backbone and mobile network business formerly owned by the Finnet Association, Finland’s fourth incumbent operator. Finnet consists of the 27 local telephone companies that have yet to be swallowed up by the three larger incumbents, but its penetration of the fixed-line, broadband and mobile markets is comparatively small, reflecting the limited geographical reach of its constituent members.
