This is an exciting opportunity for a dynamic individual to lead Plan’s EU team and be responsible for representing Plan to the European Union and to manage the Plan EU Liaison Office. Gross monthly salary in the range of 4000-4500/- plus benefits.
You will report to the Plan Europe Chair for day-to-day management and the Plan Europe Board (which meets twice annually).
Overall role is to take responsibility for an efficient and effective operation of the Plan EU Liaison Office in Brussels while adhering to Plan’s International standard policies, practices and procedures. This includes oversight of budget planning, reporting and management.
Your responsibilities include to:
· promote and develop effective co-operation among the Plan National Offices (NOs) in the EU member states, Plan International Headquarters (IH), and Plan’s regional and country offices in the field in order to represent Plan to the EU
· lobby key actors in the EU-institutions – parliamentarians, officials, diplomats - according to Plan’s mission and vision; develop and maintain key relationships within the EU-institutions and the EU Member States’ Permanent Representation missions
· represent Plan at lobbying and consultation meetings and conferences in the EU as well as in relevant EU-NGOs platforms, networks and alliances such as CONCORD
· maintain a high level of expertise in EU politics and policy; lead policy development on issues relevant to Plan’s advocacy and campaigns, including signing-off for Plan-relevant external policy positions
· ensure that the funding, advocacy and communication strategies of the office are duly implemented and manage their results. This entails directly line-managing the Advocacy Manager, EU Policy Officer and Communication & Advocacy Officer, based in the EU office
· ensure successful implementation of media and campaign strategies, give media interviews and speak publicly
· raise funds for additional policy/advocacy work of the Plan EU office through the EU-institutions, Foundations, UN-agencies and other donors
· train NOs staff on EC policy and/or funding guidelines and advocacy as necessary and when relevant
· arrange meetings between Plan staff and relevant EU staff, accompany these meeting and manage their results
· report to the Plan Europe Board twice a year to map out strategic directions in relation to the EU and develop a three-year multi-annual budget for the office.
· maintain accurate and organised records of contacts, and correspondence with EU
· visit the European NOs and/or projects in the field when necessary to understand better Plan’s work and to co-ordinate our communications with the EU.
· maintain accurate records of budget and expenditures
· manage personnel and staffing issues for the office.
