The job purpose is to develop and implement advocacy strategies to influence the European Union on, humanitarian and human security issues. To undertake policy analysis aimed at strengthening Oxfam International’s understanding of, and ability to influence, relevant EU humanitarian/security policies and practices.

Responsibilities
- Support the development of policy and the implementation of advocacy strategies and plans designed to influence the humanitarian/security policies and practice of the European institutions and key Member States, as part of overall OI strategies.
- Provide tailored information and advice to members of the OI family on EU humanitarian/security issues, targets and developments as appropriate.
- Analysis and policy development on generic international humanitarian/security issues, from an EU perspective, that are a priority for OI (currently humanitarian assistance, responsibility to protect…).
- Monitor EU institutions to identify and recommend the key humanitarian/ security issues requiring OI influence as well as potential threats.
- Develop and maintain key relationships within the relevant EU institutions. Lobby politicians and officials, especially in Brussels, based on an agreed contact management strategy.
- Prepare briefings, letters and other written materials for internal and external use as agreed and where not resourced by OI policy leads
- Organize and manage events in Brussels to support OI’s advocacy objectives.
- Ensure that gender analysis and linkages between global and local/household levels are integrated into writing and advocacy
- Work closely with other humanitarian and human rights NGOs and networks in the context of joint advocacy initiatives at EU level.
- Represent Oxfam International in lobbying and consultation meetings and conferences as appropriate.
- Coordinate key humanitarian/security areas of OI work with Oxfam affiliates, particularly in Europe, OI advocacy offices, and allies.
- Manage an information database of contacts relevant to OI’s humanitarian/security advocacy at EU level
- Provide advice and support to Oxfam programs in developing countries that are engaged in EU-related humanitarian/security advocacy
