Job Purpose

The post-holder will develop and implement cross-European campaign strategies on a range of development issues, with a focus on Climate and Development as well as European Union Aid.

Working with colleagues in the Brussels office and Oxfam's European affiliates, the post-holder will develop and implement strategies that maximize Oxfam's influence on EU development policy and practice.

He or she will provide policy advice that can change thinking and practice in the EU institutions, and deliver effective lobby in Brussels that ensures key targets understand our main propositions and are challenged to adopt them.

The post-holder will also support capacity building with Oxfam affiliates to enhance their campaigning capacity.

Responsibilities

Following the steer given by the Oxfam’s EU Heads of Advocacy, the post-holder will contribute to develop strategies and deliver policy advice/intelligence on:

A. Climate Change and Development, as part of Oxfam International’s Economic Justice campaign. The post-holder will ensure Oxfam’s influence in Brussels and (working closely with other affiliates where these exist) other EU member states via lobbying, intelligence gathering and representational work (60%).

B. EU development policy (including EU Aid as well as cross-cutting EU issues such as EU institutional reform, and EU-Africa relations), through in-depth policy and political analysis, and ensuring Oxfam’s continued influence on these via lobbying, intelligence gathering and representational work (40%).

Skills and Competencies

  • Strong advocacy and campaigns experience, including experience of lobbying
  • Strong policy analysis and writing skills, including experience of desk-based research
  • Proven and wide knowledge of EU and European politics and political processes
  • Proven project design/management abilities
  • Experience in working in campaign alliance
  • High people and process management skills including mediation/arbitration between competing interests
