The Economic and Environmental dimension of the OSCE Office in Yerevan deals with economic and environmental issues, operating under the premise that promoting economic prosperity and co-operation on environmental problems can contribute to security and stability of the Republic of Armenia.

Within the its activities aimed at supporting development of a sound private sector and boosting small and medium entrepreneurship, the Office is giving priority to developing the Government of Armenia's competition policy with special emphasis on strengthening the capacity of the State Commission for Promotion of Economic Competition to monitor the market and benefit from the application of preventive measures.

The Office is looking for a competition law specialist who will develop a  policy paper with particular focus on the  following topics:

  • Increasing the monitoring and evaluation regime designed to influence policy and practice;
  • Increasing the effectiveness of competition law implementation;
  • Increasing transparency and improving the understanding of competition rules and the current mechanism applied in Armenia;
  • Reinforcing the role of the Commission.

The selected candidate will also be expected to conduct training for the Commission’s staff on techniques for identifying anti-competitive behaviour, as well as hold a seminar for  representatives of the business community on the requirements of competition laws and competition policy.

The consultant will be engaged for 12 working days, of which 5 will be spent for at least one visit to Yerevan for meetings, training and the seminar.
