The Directorate for Cooperation is responsible for coordinating the external relations of ECHA. It is composed of 3 units, one responsible for managing the Agency’s helpdesks for REACH, IUCLID, and REACH-IT, as well as managing and updating the guidance published by ECHA; one responsible for managing the Member State Committee, the Committee for Risk Assessment, the Committee for Socio-economic Analysis, and the Forum for Exchange of Information on Enforcement; and one responsible for managing ECHA’s communication activities and coordinating its external relations with stakeholders, international and other EU institutions, third countries, the media and the general public, as well as REACH-related training activities.
Reporting to the Executive Director of ECHA, the Director of Cooperation will be responsible for the senior management of the Directorate and coordinating the achievement of its objectives within the framework of the overall strategic planning of the Agency. In particular, he/she will:
– Ensure that the human, financial and technical resources of the Directorate are used in the most effective and efficient way;
– Determine the working procedures of the Directorate, if necessary in close co-ordination with the other operational directorates of the Agency, and, in coordination with the Executive Director, the delegation of responsibilities within
it;
– Coordinate work programming at Directorate level, setting objectives and determining priorities within the overall strategic planning framework of the Agency;
– Coordinate the work of the Units composing the Directorate (currently 3 Units), motivating and supporting middle managers in attaining the objectives set and realizing their potential and that of their staff;
– Ensure achievement of objectives according to required deadlines and quality standards, and monitor, evaluate and report on progress;
– Determine the staffing requirements of the Directorate, participate in selection of personnel, ensure sound career development, including training and mobility of staff;
– Ensure sound management of the financial resources of the Directorate in accordance with the financial regulation of the Agency, coordinate budget forecasting and monitoring of budget execution, ensure timely procurement of necessary equipment and services in accordance with public procurement procedures; 2/4
– Contribute to the overall co-ordination, planning, development and implementation of activities and procedures of the Agency and ensure smooth cooperation at all levels between the Directorate and other services of the Agency;
– Ensure that the continuous changes that the Directorate will need to undergo are managed effectively;
– Ensure that external requests for information relevant to the work of the Agency, including requests from Registrants, other European Institutions, international bodies, Member States and the general public, are appropriately handled;
– Represent the Agency in European, international and national fora, conferences and meetings relating to the area of activity of ECHA;
– Chair, if necessary, any of the committees of the Agency and in particular the REHCORN meeting.
