Role Overview

 

A Principal Business Procurement and Implementation Specialist is required to join the EBRD Power/Energy Utilities Team to assist in the development of opportunities and monitoring of new and existing transactions in the power portfolio in the Former Soviet Union and Eastern Europe.
The portfolio of about €1.3 billion includes public and private sector hydro, thermal and renewable power generation, transmission, distribution and system control projects ranging in size up to € 200 million. During the next few years the Russian portfolio in particular is expected to grow significantly as new opportunities arise from the ongoing power sector restructuring
 
The main objective of the Principal BPS is to ensure timely and efficient project implementation in strict adherence to the Bank's Procurement Policies and Rules.  Should the PBPS identify that there are conflicts between the operational and policy issues he/she is obliged to bring this to the attention of the Director of Procurement as well as presenting a recommendation for a possible solution.

 

Key Responsibilities and Deliverables

 

The successful candidate will have overall responsibility for ensuring that the project delivery strategy, in terms of the implementation risks, procurement arrangements and client organisation, for allocated projects is adequately addressed during project structuring and implementation.
The key objectives will be to facilitate both the identification and mitigation of completion risks market practice and timely disbursements.
 
Tasks will include providing:
 
  • Project implementation and procurement expertise to bankers in the team during the development and negotiation phase of the projects. The expert with support from Bank’s engineer and/or external consultant will confirm the feasibility of the projects in term of implementation including but not limited to procurement, and will interact with the clients to solicit information to enable the validation.
  • The expert will decide, with input from colleagues, when to use the services of Bank’s in-house engineer or engineering consultants and for what. The expert will write the terms of reference and go through the selection and briefing of consulting companies. The expert will brief, instruct and liaise with the Bank's support teams including the environmental department.
  • Technical inputs to the projects monitoring activity. The Bank carefully monitors the physical implementation of the projects to ensure satisfactory completion and compliance with the terms and conditions of the financing including the procurement rules. The expert will review technical reports from the clients, review and formally approve tender documents and bid evaluation reports for public sector clients.
  • The expert will decide with the project team, the terms of reference of owners/lenders engineering consultants and manage the selection and placement of such contracts. Activity reporting from these consultants will be reviewed and appropriate actions taken where required. In the event of any problems or difficulties with the contracts the expert may intervene to resolve such issues.
Number of projects will follow public procurement in accordance with the Bank’s Procurement Policies and Rules (see EBRD web site at www.ebrd.com/about/policies/procure/ppr.pdf for more details). The expert will be responsible, [ with assistance from the Bank’s procurement department,] for the detailed implementation of such procurement procedures by the client. There will be the requirement to travel frequently to the countries in which the bank operates.

The PBPS will report to the Director of Procurement on all tasks related to the Bank’s procurement function. These include amongst others;
  • The provision of operational support, professional advice and assistance on procurement policies, procedures and practices to be used on projects;
  • procurement planning and supervision;
  • Contract advice and contract monitoring;
  • Technical Cooperation preparation and implementation;
  • Training and advisory work with the Bank’s clients in respect of procurement and contracting, monitoring and reporting of project implementation status
