Consultancy & Corporate Procurement Department is the department in the Bank with the overall responsibility for the corporate procurement of goods, works and services for the Bank and selection and engagement of consultants, funded either from the Bank's own budget or from Technical Cooperation Funds.
Consultancy Services Unit is the central unit responsible for providing timely and accurate service to Bank staff when consultants are engaged with TC Funds or Bank budget. In doing so, CSU ensures economy, efficiency and transparency of the consultant engagement process, accountability for the use of the TC donor and Bank funds and compliance with the Bank’s Procurement Policies and Rules (PP&R). The Unit advises on procurement process including drafting of procurement notices, short-listing and selection and drafting terms of reference, verifies availability of funding, negotiates and prepares consultancy contracts, handles invoices, and reports to management and the Board. It maintains relations with Bank clients and the consultant community.
CSU’s main functions are:

Key Responsibilities and Deliverables
Under the general direction of the Head of Unit and Senior Adviser/Team Leader, the candidate is responsible for:
- Providing guidance and information to users with respect to applicable Bank policies, procedures and practices for the selection and engagement of consultants;
- Reviewing and advising users on the preparation of consultancy assignments including Terms of Reference and contracting structures, cost estimates;
- Reviewing and advising on technical assistance assignments as part of weekly Technical Cooperation Committee submissions and Fast Track submissions, advising teams on potential issues arising, recommending suggestions on structure of Technical assistance assignments, proposing and agreeing workable solutions and preparing briefings for Technical Cooperation Committee;
- Providing advice and assistance to the user departments with the invitation of expressions of interest (EoIs)/proposals, selection of consultants and participating and providing guidance in shortlisting or evaluation committee meetings as a non voting chairperson;
- Reviewing and advising on memoranda regarding shortlist and selection of consultants and the relevant documentation for selection of consultants (i.e. Procurement Notices, Request for Invitation of Proposals, Shortlist, Terms of Reference and Evaluation of Proposals);
- Negotiating including leading financial negotiations, preparing and issuing contracts and grant (funding) agreements, including amendments, liaising with other units as needed;
- Ensuring compliance with the Bank’s policies, rules, procedures and practices as well as applicable donor fund requirements (including EU) for the selection and engagement of consultants carried out by end users and other departments, eg. TAM/BAS Programme;
- Overseeing the work of junior members of the Unit, providing guidance and coaching as necessary;
- Drafting of documents, reports and working on special assignments relating to consultants selection and engagement policies and processes as instructed by the Head of Unit or Senior Adviser;
- Providing business briefings to consultants from countries of operation and donor countries.
- Assisting in the preparation and provision of training for staff, and clients on Bank policies, procedures and best practice regarding selection and engagement of consultants.
