Public access to Council documents 2016 report — 24 May 2017, 14:56 CET

Over 350,000 documents are listed in the Council's register, and over 70 per cent of these are public and can be downloaded for free. That is one of the key points in the Council's 2016 report on access to documents which was approved by the Council on 22 May 2017. During 2016, 22 671 documents were added to the register, of which 71 per cent, or 16,181 documents, are public. The Council's public register was consulted around 380,000 times and attracted 9 per cent of the Council's website traffic.

Every summer, European holiday resorts fill up with tourists eager to enjoy the warmer weather and the beautiful natural surroundings of this diverse continent. For many, the summer vacation is synonymous with swimming in the sea or in a lake, so it is natural that water quality is an important factor in choosing a destination. To help citizens make informed choices, the European Environment Agency (EEA) and the European Commission publish the annual European bathing water quality report. The information contained in this edition - which covers bathing water quality in 2016 in the EU Member States, Albania and Switzerland - indicates where good quality bathing water is likely to be found in 2017.

The 2016 Report on the application of the EU Charter of Fundamental Rights, published by the European Commission on 18 May 2017, outlines initiatives taken in 2016 by the EU to strengthen fundamental rights for the benefit of people in the EU. It also looks at how these rights were applied across a range of EU policies and in the Member States in 2016. With the entry into force of the Lisbon Treaty on 1 December 2009, the Charter of Fundamental Rights of the European Union became legally binding. The provisions of the Charter are primarily addressed to the EU institutions and then to the national authorities only when they are implementing EU law.

A new book co-authored by the University of Kent’s Professor Matthew Goodwin has provided the first comprehensive and objective study of the United Kingdom’s historic vote to leave the European Union. Through the book, Professor Goodwin and his co-authors Professor Harold D. Clarke and Professor Paul Whiteley show that, although arguments about national sovereignty were prominent themes in the Leave campaign, strong public concern over the large number of migrants entering the country was front and centre to the Leave victory. They also discuss how Boris Johnson in particular had a significant, positive effect on the vote to Leave, helping to mobilise ‘polite Eurosceptics’, and the significant effect of UK Independence Party (UKIP) leader Nigel Farage on the Leave vote. Their book, entitled Brexit – Why Britain Voted to Leave the European Union (Cambridge University Press, Published in the UK on May 4th), is based on extensive analysis of more than 10 years of survey data on more than 150,000 voters. It also draws on an innovative pre and post-referendum panel survey and a unique survey of UKIP members.

Addressing climate change requires a globally coordinated, long-term response across all economic sectors. The 2015 Paris Agreement provides the framework for limiting global warming to less than 2 degrees Celsius above pre-industrial levels and for pursuing efforts to limit it to 1.5 degrees Celsius. Early in this process, the European Union has adopted ambitious and binding climate and energy targets for 2020 and 2030. Member States have set the strategic objective of building an Energy Union, which aims to provide affordable, secure and sustainable energy (European Council, 2014) and which has a forward‑looking climate policy at its core (European Council, 2015). The most recent package of legislative measures, adopted by the European Commission in November 2016, aims to consolidate and match national climate and energy efforts, and facilitate the delivery of the 2030 targets for climate, energy efficiency and renewable energy sources (RES). This report provides information about progress in RES in 2014 at the EU, country, energy market sector and RES technology levels.

An updated integrated dataset for the European Working Conditions Survey 1991-2015 is now available to access via the UK Data Service. The European Working Conditions Survey (EWCS) is conducted by the European Foundation for the Improvement of Living and Working Conditions (Eurofound). Since its launch in 1990, the EWCS has provided an overview of working conditions in Europe in order to: assess and quantify working conditions of both employees and the self-employed across Europe on a harmonised basis; analyse relationships between different aspects of working conditions; identify groups at risk and issues of concern as well as of progress; monitor trends by providing homogeneous indicators on these issues; and contribute to European policy development in particular on quality of work and employment issues. The Integrated Data File on the UK Data Service website includes all the questions which were asked over the life course of the EWCS. Main topics covered include: employment status, sectors and occupations, company size; physical environment; work intensity; working time and commuting; social environment; work-related health risks and well-being; cognitive and psychosocial factors; harassment and discrimination; skills, training and discretion; job prospects, job security and sustainability; work satisfaction; earnings; unpaid work; work-life balance. The data is available free of charge to all those who intend to use it for non-commercial purposes.

Changing places: Mid-career review and internal mobility — 18 January 2017, 13:38 CET

Demographic ageing poses the challenge of how to keep people in employment for longer without negatively affecting their health and well-being. The solutions are particularly critical for workers engaged in arduous work. This report examines how mid-career reviews can play a key role by clarifying workers’ options for remaining in work until a later retirement age. Following an exploration of career trajectories and transitions, the report focuses on arduous jobs: their incidence across Europe and the implications of such work for career and work sustainability. It examines various tools and strategies used by public authorities and social partners to keep workers in arduous jobs in employment longer. Finally, three case studies – from Belgium, France and the UK – of mid-career reviews undertaken either as pilot projects or as a legislative reform are presented.

This new 139 page market analysis report reveals that the automotive transmission market will achieve revenues of $148bn in 2017. Despite the gradual electrification of the global vehicle fleet, the internal combustion engine (ICE) will be the mainstay of vehicle powertrains for at least the next decade. Furthermore, automotive OEMs are under increasing competitive pressure to make vehicle smoother, faster and more comfortable, whilst regulation is forcing OEMs to make the vehicles they sell more fuel efficient and emit less harmful emissions. This necessitates continual investment in automotive transmission to optimise vehicle performance, reduce power losses and to reduce emissions.

What kind of political animals will be making U.S. trade policy in the Trump administration? The tone of the campaign suggests that the president-elect will act like a bull in the China shop, but his bellicose roars may instead presage a subtler strategy; it is also possible that his own business interests will influence the direction of U.S. policy. His abandonment of free trade and other Republican orthodoxies will force members of that party to decide whether to act like principled elephants or obedient sheep, even while Democrats choose between being opportunistic jackasses or stubborn mules. And in deciding where to direct its trade negotiations, the Trump administration may aim not just for big game like the United Kingdom and Japan, but could also have a few black swans in its sights. These might include such surprising partners as India, Taiwan, the Philippines, MERCOSUR, and perhaps even Russia.
