Free movement of cars or not?

MY question is for the 15 member states who call themselves good Europeans. Is it possible to organise a system for all EU. states to follow now, not in 5-10 years, so that the idea of free movement of a person and there car can be achieved. I will give an example to show to point. Person A comes from Spain. It`s his desire to live in Greece. He would like to bring in beloved car with him. Now here comes the catch. What rules must he follow? Must he register his car in Greece with new plates and a new bill from the Greek government. Can he drive his car in Greece, paying road tax, insurance etc in Spain??
