What is 'Group A' within the EU?

A client asked me if Finland was in Group A of the European Union. I was unable to answer, because I am unaware of 'Group A'. Nothing to do with the date of entry, I'm sure. <P>Can anyone throw me a bone here? <br>Nic Darrant<br>
