ability to live and work in the EU for cyprus citizens

I hold a greek cypriot passport and I currently live in Cairo, Egypt. I need to know if I need a work permit to live and work in the EU (specifically Germany) and what will be my status after Cyprus officially joins the EU in 2004. Will I need a work permit or I can live an work freely in any EU state?? Also I need to know what is a "waiting period" and what is the waiting period for Cyprus.<P>Many thanks <br>Sherif Riad<br>
